Those seeking to bypass Florida’s responsible three-tier system are turning to the Internet, selling beer, wine and liquor online or through catalogues directly to any consumer with a credit card. Unfortunately, this form of alcohol distribution is unaccountable and unregulated.

The Internet’s lack of enforcement of state laws and clear chain of accountability, as provided by the three-tier system, means online sellers are less likely to pay taxes or ensure minors are not illegally receiving alcoholic beverages.

Although today’s Internet technology has amazing capabilities, it cannot accurately verify the age of an individual trying to buy alcohol online. With a credit card and a computer, alcohol can be shipped directly to any minor within a few days of purchase.

At this time, there are no guaranteed safeguards that states can impose on Internet alcohol providers. Out-of-state online sellers cannot check ID as retailers do, and delivery persons are not trained, equipped or licensed to sell alcoholic beverages, therefore there is nothing stopping this access to minors.
